Inspired by the 1994 Asia-Pacific Conference on East Timor in Manila, the Philippine Solidarity for East Timor and Indonesia was created to promote cooperation towards the self-determination of East Timor between nations.

Functions, occupations and activities
Phil-SETI has many objectives such as building a solidarity movement in the Philippines in support of East Timor's independence, providing a forum for coordination and cooperation among groups and alliances working towards the self determination of East Timor, and organizing individuals interested in the issues in Indonesia and East Timor. Its areas of work are education and information, cultural exchanges (such as shows, events. study programs, etc.), and resource mobilization (medicine, clothing, expertise, etc.).

The organizational strcture of Phil-SETI is set up in three main parts. The first is The General Assembly, the second is the Steering Committee, and the third is the individual Chapters.
