Contents: Draft of a message to be sent to the UN Secretary General with a space for a collection of signatures appealing to the UN Secretary General to take some specific measures regarding the situation on East Timor: i. Send a special representative to East Timor and provide for the establishment of a permanent representative in the country; ii. Develop all possible efforts for the unconditional liberation of all Timorese political prisoners; iii. Integrate all the Timorese representatives, especially Xanana Gusmao, in the negotiation process at the UN.
