Letter/Report CDPM – Unidentified 1990-09-04

Letter reporting the discussion during the meeting of Yasuko Takemura, Japanese Parliamentary, and UN under-secretary-general, Rafeeudin Achmed. Yasuko proposed this meeting, accepting José Ramos-Horta's suggestion, with the intention of clarifying the letter that the Secretary-General sent to Suharto and then to Mario Soares to encourage Indonesia to allow a Portuguese-parliamentary mission. The under-secretary-general had been watching the East Timor situation very closely and was, according to the document, notably pro-Indonesia. A direct negotiation between Indonesia and Portugal, as he proposes, would not necessarily result in gains to the Timorese and, at the same time, would eliminate the debate at the UN. During the meeting, Achmed tried to defend by saying that the newspaper at Jakarta’s Post may be an Indonesian interpretation of the letter and not necessarily what he was trying to propose. Takemura also asked about the letter from Bishop Belo asking for a referendum and the answer was vague.

Contents: Letter by CDPM comparing the different treatment given to the Iraq invasion of Kuwait and the Indonesian invasion of East Timor. In both cases some resolutions were approved by the UN, condemning the aggressor and demanding reparations, but in the first case, more dramatic measures were taken (such as a naval blockade and economic retaliations) to stop the invasion. The letter asks that due attention be paid to the East Timor situation.
