The East Timor Human Rights Committee was formed as one of the earliest US solidarity groups, and based in Syracuse, New York.

ETISC was formed to support the diplomatic front of the Timorese resistance and worked closely with the National Council of Maubere Resistance (CNRM) diplomatic wing, led by Jose Ramos Horta. It was based in Australia and provided information for other solidarity organizations.

Professor Antonio Barbedo de Magalhaes, a Timor veteran, became a leading Timor-Leste solidarity activist in Portugal. His work was supported and published by his employer, Oporto University. Each year, the university hosted Jornadas Timor-Leste, an international solidarity conference.

Clergy and Laity Concerned has a long history in the Untied States social justice movement. It was the first US group to take up East Timor as a cause, under the leadership of Jacqui Chagnon. Its Timor papers were transferred to Arnold Kohen and can be found in The Humanitarain project collection.

ACET was a coalition of local solidarity groups throughout Australia that attempted to coordinate the work of the diverse Australian solidarity movement.

IFET was founded in 1991 with offices in Kyoto, Japan, and consultative status with the United Nations in New York. It grouped together dedicated solidarity groups in many countries, carrying out networking and coordination work, especially around the annual UN Decolonization Committee hearings.

In 1999, IFET formed an Observer Project (IFET-OP) to monitor the referendum in Timor-Leste.
